ในกรณีบุคคลทั่วไป เราทุกคนจะต้องดูแลข้อมูลส่วนบุคคลของตนเองและครอบครัว  หากแต่ในองค์กรที่อาจมีการลงทะเบียนข้อมูลส่วนบุคคล และเก็บไว้กับ Data Controller ผู้เก็บข้อมูล ซึ่งในองค์กรต้องกำหนดสิทธิ์ บริหารจัดการความเสี่ยงในทุกจุดที่อาจเกิดขึ้น  ตั้งแต่การรับข้อมูล จัดเก็บข้อมูลและการทำลายข้อมูล
